Public Meeting on Basement Flooding in the Delrex and Prince Charles area

Over the past year, many families in the Delrex and Prince Charles neighbourhoods have faced the distress and disruption of basement flooding during two major storm events โ€” one in July 2024, and another in April 2025. In total, approximately 140 homes in Halton Hills have been impacted, with the majority of these located right here in Ward 3. We know that behind every number is a family dealing with unexpected damage, costly repairs, and the worry that it could happen again.

Both Halton Region and the Town of Halton Hills are committed to working with residents to address these challenges.

Public Meeting โ€“ June 11

If you live in the Delrex or Prince Charles neighbourhoods, this meeting is especially for you and you may have recently received a letter from Halton Region inviting you to it.

Even if your home has not yet experienced flooding, if you live in the area and want to learn more about flood risks and prevention, you are encouraged to attend.

Understanding Who Does What: The Region and the Town

Flooding is complex, and both levels of local government play important roles:

  • Halton Region manages the wastewater (sanitary sewer) system. The recent floods were largely caused by unusually high volumes of stormwater entering the wastewater system and overwhelming its capacity during extreme rainfall events.

  • The Town of Halton Hills manages local surface drainage systems (ditches, stormwater outlets, grading) and issues permits for home plumbing work related to flood prevention.

The Region and the Town are working together to understand how water is entering the system, where upgrades may be needed, and how we can better support homeowners.

Council Takes Action: New Plumbing Permit Fee Grant Approved

Recognizing the strain that many residents are facing, Town Council recently approved a Pilot Program for Building (Plumbing) Permit Fee Grants.

If you have, or are making eligible flood prevention upgrades โ€” such as installing sump pumps, disconnecting weeping tiles, or adding backwater valves โ€” this program will waive the $251.21 plumbing permit fee required to complete the work. The goal is to remove financial barriers and encourage as many residents as possible to take protective measures. This pilot applies to up to 200 permits and will support both those already impacted by flooding and others who wish to be proactive.

Additional Help: Free Household Drainage Surveys

Halton Region is also offering free Household Drainage Surveys, providing expert advice and tailored recommendations for your property. The Region will arrange for a licensed plumbing contractor to assess your home at no cost.
